Purpose 
ABC Life Literacy Canada (ABC) requests proposals for a Business Development Consultant (individual or organization) to support a multiyear development plan compliant with relevant policy and legislation. This position will identify, organize, and manage the development activities of ABC to support operational and programming needs. The focus will be on new opportunities to secure sustained support from both public and private organizations. The Consultant will work with and report to the Executive Director and will work with senior staff of ABC on these efforts.

Scope of Work 
ABC is seeking a Business Development Consultant with a proven track record for developing outreach strategies for funding streams, including program sponsorship and fee-for-service corporate training. The ideal Consultant will also have a substantial network of potential funder contacts within both public and private sectors.
The Consultant will:
  • Identify prospects, along with tailored solicitation strategies for each constituent group, including corporate funders, government funders, and foundations.
  • Lead outreach efforts to secure program funding and fee-for-service corporate training opportunities.
  • Collaborate with internal teams to develop and communicate the case for support to prospects.
  • Schedule prospect calls and prepare the Executive Director and senior staff for calls and meetings.
  • Write proposals and applications that will assist in realizing program sponsorship goals ($25,000 to $500,000+).
  • Make recommendations for software and/or database to track business development efforts and maintain records.
  • Track progress and pipeline and provide regular updates to the senior team.
  • Ensure all development activities are compliant with relevant policy and legislation.
  • Represent ABC’s mission and values in all activities.
Submission Requirements 
All proposals must include:
  1. A cover letter and resume of the consultant describing their experience and qualifications.
  2. A brief narrative that addresses how the Scope of Work, as outlined above, will be accomplished, including a timeline with benchmarks and the number of hours required to accomplish the plan.
  3. Clear demonstration that the consultant has familiarity/ knowledge with the nonprofit sector.
  4. Outline of responsibilities for both ABC and the selected consultant.
  5. Project budget as well as all costs payable by ABC must be clearly defined including necessary expenses and optional expenses. Note that billing will coincide with reaching set goals and/or milestones so this should be outlined in the proposal.
  6. Three (3) references from clients for whom the consultant has performed similar services.

Evaluation Criteria 
All accepted proposals will be reviewed and evaluated using the following criteria:
  • Overall match between the RFP requirements and proposal (30 points)
    • Understanding of scope and objectives of the work required
    • Clarity, relevance, and comprehensiveness of proposal
    • Quality of proposed methods/approach
    • Outline of deliverables and how they will be met, including timeline and milestones
    • Strategies and plan for involving relevant parties
  • Qualifications and previous work of consultant (50 points)
    • Consultant’s relevant qualifications and experience of business development
    • Demonstrated ability of consultant to carry out business development activities of  similar character and scope (or larger)
    • Demonstrated expertise and capacity to conduct business development activities
    • Knowledge of the nonprofit sector and the corporate social responsibility funding landscape
  • Cost effectiveness (20 points)
    • Budget allocations commensurate with the level of activity in the work plan
    • Budget details aligning with each activity
    • Competitiveness to other bidders

Timeline 
A contract awarded pursuant to the RFP shall be for a contract period of up to 1 year, with a renewal option based on performance.
Terms and Conditions 
The successful contractor may be awarded a short-term professional services contract for the services identified in this RFP and in the proposal to the contractor.
Issuance of this RFP does not commit ABC to award a contract or to pay any costs incurred in preparation of proposals responding to the RFP.
